Jeremy Corbyn has unsurprisingly jumped on the latest news. I don't know what they were expecting, all the Porton Down scientists have said is that they cannot definitively prove that the novichok was sourced from Russia. But who thought they could? It's not likely that you can tell geographical location from mass spectroscopy; Russian chemicals don't wear fur hats while swigging bottles of vodka and saying "dos vedanya, comrade." Their remit was to identify the chemical, they have done, their job was not to identify the location of the source (that info comes from this combined with that from the intelligence community). It's bizarre that this is deemed newsworthy; literally nothing has changed, but it's being treated as something controversial. Well, it's not helped by an opposition determined to seize on this to cast doubt on the government, because that's more important than national security.
